WhatsApp Business API Pricing 2026, Explained

Meta charges for every template it delivers, and since 1 October 2026 for busy months of ordinary replies too. What each message costs in eight markets, one shop's month worked through, and the habits that keep the bill small.

The short answer

Meta charges the WhatsApp Business API per delivered message, at a rate set by the message category and the customer’s country code. Marketing templates cost most: $0.025 in the US, $0.0635 in the UK, $0.0118 in India. Utility, authentication and service messages cost less. Since 1 October 2026, each number gets 1,000 free service replies a month and pays from the 1,001st. Incoming messages are free. Rates from Meta’s rate card, checked 21 October 2026.

WhatsApp has changed how it bills businesses twice in sixteen months. On 1 July 2025 Meta dropped its old 24-hour “conversation” charge and started billing per message. On 1 October 2026 it began charging again for two kinds of message it had made free: ordinary customer service replies, past a monthly allowance, and order updates sent while a customer is already chatting.

If you run a shop, a clinic or a service business and use WhatsApp through the API (directly, or through a chatbot or helpdesk tool), these changes land on your bill. This guide sets out what Meta charges, what a messaging provider adds on top, and what a realistic month costs, with the arithmetic shown. Every rate below was read on Meta’s WhatsApp pricing documentation (marked “Updated: Sep 30, 2026”) and the USD rate card it links, on 21 October 2026. For what WhatsApp allows your bot to do, see our separate guide to the 2026 WhatsApp AI chatbot rules.

How Meta charges: per delivered message

Meta’s own summary is short: it charges by message category and market, “and only for messages from businesses to users.” Three rules follow from that sentence.

  • You pay only for delivered messages. A template that fails to reach the phone is not charged by Meta.
  • Messages from customers are free. A customer can send you fifty messages and Meta charges nothing for them.
  • The customer’s country code sets the price, not your location. A shop in Manchester messaging a customer on a +91 number pays the India rate. Meta’s rate card names 39 countries and 8 regions; the United States and Canada share a “North America” rate, and countries that are not named fall into a regional rate or “Other”.

The four message categories you will be billed for

Every message carries one category and, at most, one charge. Three categories are templates: messages Meta has approved in advance, which you can send at any time. The fourth is the ordinary reply.

Marketing templates

Meta defines them as templates “for promotional objectives”: a sale, a new collection, a reminder to rebook, a “we miss you” offer. They cost the most in every market, and they are usually the biggest line on a small business’s bill.

Utility templates

Templates “for transactional or informational objectives”: order confirmed, dispatched, out for delivery, appointment tomorrow at 10:00. Since 1 October 2026 they are charged whether or not the customer has a chat open with you. Between July 2025 and September 2026, a utility template sent inside an open chat was free, so check any budget written in that period.

Authentication templates

One-time passcodes for logging in or confirming an account. Most markets charge the same as utility. In some markets, including India, the UAE and Indonesia, Meta applies a higher “authentication-international” rate to businesses it finds eligible; the table below shows both.

Service messages

Any reply that is not a template: the answer to “do you deliver on Saturdays?”, a photo of the product, a link to the returns form. You can only send them inside the customer service window (below). A reply your own chatbot sends through the API counts here too. Meta has a fifth category, Meta Business Agent, for replies written by Meta’s own AI agent, billed at $2.00 per million tokens; it applies only if you use that agent.

The 24-hour window, and what is still free

“When a WhatsApp user messages you or calls you, a 24-hour timer called a customer service window starts,” Meta’s documentation says, and each new message from the customer resets it. Inside the window you can send ordinary replies. Once it closes, the only way to reach that customer is a template. Under the 2026 rules, three things cost nothing:

  • The first 1,000 service messages a month, per business phone number. “Meta charges as of the 1,001st service message per month,” and unused messages “do not roll over to the next month.”
  • Everything in a free entry point window. When a customer reaches you from a Click to WhatsApp ad on the WhatsApp phone app, your reply opens a window in which marketing, utility, authentication and service messages are all free. Meta’s developer documentation says it “may remain open for up to 7 days”.
  • Every message customers send you.

One trap: the pricing page on WhatsApp’s business website, opened the same day, still said service messages and in-window utility messages are free and that free entry points last 72 hours. The developer documentation is the newer source, so plan your budget on it and treat the 72 hours as the safe minimum.

Meta also warned that if a business had no payment method on file by 30 September 2026, it would deliver service messages within the free tier and stop delivering them after it. If your replies stopped going out partway through October, that is the first thing to check in Meta Business Suite.

What each message costs in eight markets

List rates in US dollars per delivered message, from Meta’s rate card effective 1 October 2026. Service rates apply only after the first 1,000 service messages each month. The last column shows what 1,000 marketing messages cost.

Meta publishes the same card in 16 currencies and updates rates quarterly (1 January, 1 April, 1 July and 1 October). Your account is billed in the currency chosen when it was created.

Two patterns stand out. Marketing costs more than utility in every market, from about 1.6 times as much in Indonesia to about 9 times in Brazil. And the spread between countries is large: 1,000 marketing messages cost $11.80 in India and $136.50 in Germany.

Volume tiers

Meta discounts utility and authentication messages (not marketing or service) once you send enough of them in one market in a month, counted across your whole business portfolio. The steps start high. In the UK, the list rate applies up to 100,000 utility messages a month, and the 5% discount ($0.0209) starts at the 100,001st. In North America the first tier starts after 80,000. The deepest discount is 25%, at many millions of messages. For most small businesses, the list rate is the rate.

Worked example: one shop’s WhatsApp month

Worked example: Lark & Loom is a homeware shop we made up for this example. It sells online in the UK and uses WhatsApp for customer questions, order updates and the odd promotion. In a normal month:

  • 600 customer chats, each answered in about 3 replies: 1,800 service messages. Customers send about 1,500 messages of their own.
  • 1,200 utility templates: a dispatch notice and a delivery notice for each of 600 orders.
  • Two offers to 2,000 opted-in customers: 4,000 marketing templates.

Meta total$298.00
Rates from Meta's USD rate card effective 1 October 2026, read 21 October 2026. All volumes are invented for the arithmetic.

Of the $298.00, marketing is $254.00, about 85%. The 1,800 replies that actually help customers cost $17.60, because the first 1,000 are free.

The same month in other markets

Run the identical volumes against other countries’ rates and the bill moves by a factor of more than ten:

The same message mix, Meta charges only
Customers inService (800 charged)Utility (1,200)Marketing (4,000)Meta total
United States$2.72$4.08$100.00$106.80

India$1.12$1.68$47.20$50.00
Brazil$5.44$8.16$250.00$263.60
Same invented volumes as above; only the market changes. US figures use the North America rate.

What a provider adds

Meta’s charge is not the whole bill if you reach the API through a business solution provider (BSP). Providers charge in two ways:

  • Per message. Twilio’s WhatsApp pricing page (“Pricing current as of September 2026”, read 21 October 2026) lists “$0.005, inbound or outbound” per message, with Meta’s fees passed through on top and $0.001 for each failed message. For Lark & Loom that is (7,000 sent + 1,500 received) × $0.005 = $42.50, taking the month to $340.50.
  • Per number, per month. 360dialog’s pricing page (read 21 October 2026) lists €49, €99 and €500 “per number per month” for its Regular, Premium and Scale plans, plus Meta fees, and describes “no markup on Meta fees”. For Lark & Loom that is €49 plus the $298.00 Meta charge.

The per-message model suits low volumes; a flat monthly fee suits a busy number. Either way, ask whether the provider bills Meta’s charges itself or whether Meta bills you directly, and in which currency.

How to keep the bill down

Now change three habits at Lark & Loom and keep everything else the same. Customers get complete answers in two replies instead of three. Dispatch and delivery merge into one update per order, with a tracking link. And one offer goes to the 1,500 customers who bought in that category, instead of two offers to everyone. The Meta charge falls from $298.00 to $112.85:

  • Service: 1,200 replies, 200 charged × $0.0220 = $4.40
  • Utility: 600 × $0.0220 = $13.20
  • Marketing: 1,500 × $0.0635 = $95.25

The habits behind that, in order of the money they save:

  1. Send fewer, better marketing templates. Marketing is the most expensive category everywhere. Send to a segment that will care, not the whole list, and stop sending to people who never open them.

  2. Answer inside the window, and answer completely. A reply inside the 24-hour window is a service message, and the first 1,000 a month are free. One full answer with the link costs less than three short ones, and it is better service.

  3. Merge order updates. Each utility template is charged now, even inside an open chat. One update with a tracking link often does the job of two.

  4. Let customers start the conversation. A "message us on WhatsApp" button on your site or receipt opens a window, so the replies that follow are service messages rather than templates.

  5. Use Click to WhatsApp ads deliberately. Conversations that start from those ads open a free entry point window, so the messages that follow your reply cost nothing while it lasts.

  6. Check the rate for where your customers are. The country code decides the price. A list with many customers abroad costs more, or less, than your home rate suggests.

A website chat costs nothing per message from Meta, so customers who are already on your site can be answered there. Our guide to running a WhatsApp chatbot for your business covers which conversations belong on which channel.

Checklist: budget your WhatsApp month

  • Count last month’s messages by category: replies, order updates, offers, passcodes.
  • Split them by customer country code and look up each market on Meta’s current rate card.
  • Take 1,000 off the service replies for each business phone number, then price the rest.
  • Price utility templates in full, including the ones sent while a chat was open.
  • Add your provider’s fee: per message, per number, or both.
  • Confirm a payment method is on file for your account in Meta Business Suite.
  • Check the currency your account bills in; Meta says it cannot simply be changed later.
  • Diary the next rate card dates: Meta updates rates on 1 January, 1 April, 1 July and 1 October.
  • Re-read Meta’s pricing page before each campaign, not the copy you saved last quarter.

Where EzyConn fits

EzyConn connects to your own WhatsApp Business account: you enter the phone number ID, business account ID and access token from Meta’s API Setup page, and messages to your number arrive in the same inbox as your website chat. Meta’s message charges stay with that WhatsApp Business account, paid through Meta’s billing, apart from your EzyConn plan.

The AI agent answers on WhatsApp from your own content (your website, your files and the exact answers you write), in multiple languages. That helps with the habit that saves most on service messages: one complete answer inside the window. When it does not know, it says so and offers a person; the conversation reaches your team in the inbox and in Slack, with everything said so far. Outbound campaigns, by text or WhatsApp, are available from the Starter plan; WhatsApp campaigns use a template Meta has already approved.

The EzyConn WhatsApp integration page walks through the connection, and plan limits are on the pricing page. The quickest way to see how the AI answers your customers is the free AI chatbot for your website: the website chat goes live in about 3 minutes, costs nothing per message, and uses the same knowledge you would later give WhatsApp. You can start on the Free plan with no card.

WhatsApp API pricing: common questions

How much does the WhatsApp Business API cost per message?

It depends on the message category and the country code of the person receiving it. On Meta's rate card effective 1 October 2026, a marketing message costs $0.025 in the United States, $0.0635 in the United Kingdom and $0.0118 in India. Utility, authentication and service messages cost less: $0.0034, $0.022 and $0.0014 in those three markets.

Are WhatsApp service messages still free?

Partly. Since 1 October 2026 each business phone number gets 1,000 free service messages a month, and Meta charges from the 1,001st at the market's service rate. Unused free messages do not roll over. Before that date, service messages had been free since November 2024. Eligible government and non-profit organisations keep free service messages beyond the tier.

What changed in WhatsApp pricing on 1 October 2026?

Three things. Service replies past 1,000 a month per number became charged. Utility templates sent inside an open customer service window, free since July 2025, became charged again. And Meta updated 40 rates, including higher marketing rates in Mexico and the United Arab Emirates, according to its developer documentation updated 30 September 2026.

What is the 24-hour customer service window?

When a customer messages or calls your WhatsApp number, a 24-hour window opens, and every new message from them resets it. Inside the window you can send ordinary replies (service messages). Once it closes, you can only reach that customer with a pre-approved template, which is charged as marketing, utility or authentication.

What is a free entry point on WhatsApp?

If a customer messages you from a Click to WhatsApp ad on the WhatsApp mobile app, your reply opens a free entry point window. Meta does not charge for marketing, utility, authentication or service messages while it is open. Meta's developer documentation says it "may remain open for up to 7 days".

Do WhatsApp providers charge on top of Meta?

Often, yes, in one of two ways. Twilio adds $0.005 per message, sent or received, on top of Meta's charge. 360dialog charges a monthly fee per number instead, from €49, and says it adds no markup on Meta fees. Prices checked 21 October 2026; read each provider's page before you sign.

Which country's rate do I pay?

The rate is set by the country calling code of the customer's WhatsApp number, not where your business is based. A UK shop messaging a customer on a +1 number pays the North America rate. Countries not named on Meta's rate card fall into a regional rate such as Rest of Western Europe, or into Other.

How can a small business keep its WhatsApp bill low?

Answer questions fully inside the customer service window, so one clear reply replaces three. Send one order update where you used to send two. Send marketing templates only to customers who opted in and are likely to care. Track the free 1,000 service messages per number, and keep a payment method on file in Meta Business Suite.
